[EHPweb] ImageMagick/Apache on ehpdevel

Hello,

This change may affect postscript conversions when the postscript file  
includes transparency.

This updated version of ImageMagick was causing problems while  
generating basemaps.  In this newer version, ps:alpha was made the  
default instead of ps:color, and so far there is no command line  
arguments that override (tried -colorspace and -alpha).  This  
workaround unfortunately affects all users, but will hopefully not  
introduce new problems.

I updated the ps:alpha delegate configuration to match the ps:color  
delegate, in /usr/lib/ImageMagick-6.5.6/config/delegates.xml , by  
changing -sDEVICE=pngalpha to -sDEVICE=pnmraw.
