[EHPweb] Tabs in context

Here is an example web page using the tabs widget.  The idea here is  
to show tabs in the context of the page.  I found and corrected a few  
technical bugs involving the page context, but please take a look and  
let me know if you think we need any style changes to improve  
accessibility and/or aesthetics.
