[EHPweb] Tabs Widget

As discussed on the call yesterday I've implemented a tabs widget  
within the template framework.

If you have suggestions on styles or usability features, please let me  
know and we can update the widget to incorporate changes, however I  
would still suggest moving forward we use the widget so we can achieve  
some consistency.
