[EHPweb] apache config changes for earthquake

Hi,

To simplify management of apache configuration for earthquake, I have  
updated httpd.conf on ehpdevel and ehpstage with the setting  
"UseCanonicalName off".  The production servers, including ehpmaster,  
still use "UseCanonicalName on".  This will allow us to test redirects  
in place (without being redirected to the public site) and still use  
the same earthquake.conf as all other server (that has "ServerName  
earthquake.usgs.gov").

With these changes in place, we should be able to edit /usr/local/ 
apache/conf/vhosts/earthquake.conf on ehpdevel, then replicate and  
restart on stage, master, and ehp1-4.  Let me know if you see any  
problems with this?
