[EHPweb] ehp3 is public

Hi,

I just re-added ehp3 to the public round robin for earthquake.usgs.gov.

This means that ehpmaster, ehp1, ehp2, and ehp3 are all serving the  
new site.  ehpbackup and ehp4 and still serving the old site.
