[EHPweb] EHP CDN switch from Akamai to Level3

The new Level3 Content Delivery Network (CDN) is configured for  
earthquake sites.  Because we are switching from an existing CDN  
(Akamai), this change is primarily DNS and will be transparent to  
users.  We are planning to go live next Wednesday, July 29, before the  
end of Akamai's contract on July 31.

You can preview the new CDN before the transition using these urls:

	http://test-earthquake.usgs.gov/
	http://test-quake.usgs.gov/
	http://test-neic.usgs.gov/
		neic.usgs.gov does not have a home page,
		so to test this first find a page on neic.usgs.gov and then change  
the url to test-neic.usgs.gov
