[EHPweb] passwordless ssh access to graben.er.usgs.gov

To whom it may concern-

We depend on ShakeMap updates to horst.wr.usgs.gov, mesa.cr.usgs.gov and 
graben.er.usgs.gov using scp from ncshake at shake1.wr.usgs.gov to distribute 
new event web pages to the public web servers. This had been working from 
ncshake at shake2.wr.usgs.gov to all three USGS web servers, and does work to 
horst and mesa from ncshake at shake1.wr.usgs.gov. But when the automatic 
process tries to log in to graben, we get the following error -

shake1> ssh -l ncshake graben.er.usgs.gov date
ssh_exchange_identification: Connection closed by remote host

I think Stan Schwarz has set up passwordless ssh with the required keys, I 
think this may be another problem.
