[EHPweb] Replication of quake

Jeremy is already working on this. He has identified the problem, and
we're waiting for Stan Schwarz to modify the Apache config on the
quake servers to fix it.

There continue to be problems with replication of data from the
internal quake servers, ehzeast, ehzden, ehznorth to their public
surrogates. Data referenced at
http://quake.wr.usgs.gov/cgi-bin/sgrampd.pl is up-to-date on the
internal servers, but ends at 08/02/2009 on the public surrogate.
This was also a problem this morning for
http://quake.wr.usgs.gov/cgi-bin/sgrampark.pl, but it resolved after
a few refreshes.
