[EHPweb] Replication of quake

Seems like there is a caching issue with Level 3.  I will contact them and 
check the TTL for quake.usgs.gov which is inherently quake.wr.usgs.gov.

There continue to be problems with replication of data from the 
internal quake servers, ehzeast, ehzden, ehznorth to their public 
surrogates. Data referenced at 
http://quake.wr.usgs.gov/cgi-bin/sgrampd.pl is up-to-date on the 
internal servers, but ends at 08/02/2009 on the public surrogate. 
This was also a problem this morning for 
http://quake.wr.usgs.gov/cgi-bin/sgrampark.pl, but it resolved after 
a few refreshes.
