[EHPweb] Replication of quake

It appears ncweb-east (ehzeast), and ncweb-den (ehzden) have correct  
expiration headers, while ncweb-north (ehznorth) does not.

I removed ncweb-north from the origin-quake name until it can be  
fixed.  I'm going to invalidate the level3 cache for quake.usgs.gov now.
