[EHPweb] rsync upgraded on all EHP servers.

Hi Chris,

Good idea!  Stan Schwarz would know whether there's a v3 rsync for  
FreeBSD.  If there is, I'd vote to upgrade rsync on horst/graben/ 
mesa.   I still think rsync's could be a critical point of failure in  
a crisis.
