[EHPweb] rsync upgraded on all EHP servers.

Do you think, since rsyncs occur regularly from h/g/m, that rsync should 
be upgraded there as well?  I think the CPU advantage only applies when 
rsyncing from a v3 to a v3.  I don't think it applies from v2 to v3.
