[EHPweb] Trac - SSL

It's been brought to my attention that when users try to access 
https://ehptools.cr.usgs.gov/trac they get an error in their browsers:
"secure connection failed".  Please add an exception to allow this to 
connect.  Due to the fact that ehptools was created with a self-signed
ssl certificate it will display this error.
