Recenteqs wasn't saving kml files for eqinthenews events.

I updated req_update_eventtext to generate a relative link to the kml  
file, since it's always in the same directory, and eqnews_rewrap to  
copy the kml file to the eqinthenews folder during archiving.

I'll keep an eye on this today and push out the changes tomorrow.
