[Pdl] PDL 1.8.3

Hello,

PDL v1.8.3 was released November 5, 2013, and includes bug fixes for
sending products using the "--send" command line argument to
ProductClient.jar.  You can view the change log here:

All product producers should update to the latest version to avoid issues
sending products.


To update:
- stop the PDL client (if applicable)
- download an updated ProductClient.jar file from
http://ehppdl1.cr.usgs.gov/ProductClient/ProductClient.jar
- start the PDL client (if applicable)
