[Pdl] PDL 1.8.6

Hello,

PDL v1.8.6 was recently released, and includes new options for sending
products configuration bug fixes for EIDSInputWedge.  You can view the
change log here:

To update:
- stop the PDL client (if applicable)
- download an updated ProductClient.jar file from

http://ehppdl1.cr.usgs.gov/ProductClient/ProductClient.jar

- start the PDL client (if applicable)
