[ANSS-netops] Q330S power and coms

Not only does it not have a serial port for telemetry, one also cannot use the 
baler as in the old 330 system.  If you want access to the stored data 
remotely one must run the baler continuously, requires ~190 mA continuous.  
Kinda eliminates the ultra low power feature.
