[EHPweb] another update to EQ Maps

I noticed a rounding issue. When I manually enter a minmag of 1.2 in IE or
Firefox, it rounds to 1.1. If I set it to 1.21, it rounds to 1.2

We continue to make tweaks to the new Earthquake Map as we get feedback from
users.
We just released the latest version:
- values entered in slider boxes work now
- selecting a different data feed also changes the control panel filter
values to match, EXCEPT the "Number of Earthquakes to Display" which will
remain at 300 until the user changes it; this is to prevent the user's
browser from hanging trying to load too many events
- several other minor bug fixes
