[EHPweb] another update to EQ Maps

We continue to make tweaks to the new Earthquake Map as we get feedback from users.

We just released the latest version:

- values entered in slider boxes work now
- selecting a different data feed also changes the control panel filter values to match, EXCEPT the "Number of Earthquakes to Display" which will remain at 300 until the user changes it; this is to prevent the user's browser from hanging trying to load too many events
- several other minor bug fixes
