[EHPweb] Event Page Tabs

I modified the event page templates to use the new tabs widget.  This  
is currently only running on EHPDevel, but please take a look and let  
me know if you notice anything that looks odd.  By the time you get  
this email most events on EHPDevel should have updated to use the new  
tabs, but in case you can't find one, here is a link:

The files I changed for this on EHPDevel were:

	/home/www/vhosts/earthquake/htdocs/template/css2/reqs-summary.css
	/home/quake/REQS_WW/Htm0/template_insert.htm0
	/home/quake/REQS_WW/Htm0/wrapper_event.htm0

If nobody objects and Lisa gives approval we can push this change into  
production next Monday.
