[EHPweb] RecentEQs troubleshooting info on EHP Wiki

All-

I have moved Bob Simpson's RecentEQs troubleshooting documentation to  
the EHP Wiki (from the /eqcenter/recenteqsww dir) and added additional  
documentation from Jeremy.

The path to this info is as follows:

1. Start on the main EHP Wiki page at https://ehptools.cr.usgs.gov/trac/wiki/documentation 
.

2. Click on Recent EQs & EqintheNews under the Web Apps Doc &  
Troubleshooting section.

3. Under the Recent Earthquakes section, there are a few links  
including documentation, a link to the RecentEQs Monitoring page, a  
description of each of the columns on the monitoring page, and  
troubleshooting for problems that show up on this page.

I will delete the document I copied this from that lives in /eqcenter/ 
recenteqsww now.

Please add troubleshooting information for RecentEQs to this area in  
the future.
