[EHPweb] Updated RecentEqs base maps - US only

The big difference I see is that the older generation had more river detail.
This is most pronounced in the following 3 areas.  I'm not sure that I like
the old version better, but the Sacramento delta looks much different for
sure. 

I think I got the water data from NOAA. I recall setting the line width a
bit wide and dark to highlight it.  I can try to resurrect that information
depending on the concensus.

The updated base maps for US recent earthquakes are running on  
ehpstage.  All maps except Long Valley and Yellowstone should be  
updated.

hear otherwise, we will launch the new US base maps next Monday.
