[EHPweb] Perl Modules

Hi Chris,	
	I installed XML::Simple and XML::SAX::Expat (dependency for  
XML::Simple) PERL modules on ehpdevel.  You can find the source  
tarballs for these modules in /tmp on ehpdevel.  Please install these  
modules on ehpmaster/backup so things still work when I move from  
development to production.
