[EHPweb] Akamai service usage

Between the origin content compression and the Akamai Last Mile  
Acceleration (compression), we seem to be using about 1/4 the  
bandwidth we were using before to serve the EHP website content.

We've also increased our offload to around 70%, up from about 30% a  
year ago.

Thanks to Jeremy for his persistence with Akamai.
