[EHPweb] change to gzip/compress files on earthquake.usgs.gov

When we enabled Last-mile acceleration in the akamai configuration  
some files were decompressed on the fly, becausee of akamai's  
handling of content-type and content-encoding headers and how user- 
agents sent these headers.


Files with the following extensions will now be served using a  
compressed Content-type, instead of Content-encoding.
	.gz, .tgz	application/x-gzip
	.Z		application/compress


As part of this change, I also disabled MultiViews, which led to  
problems while requesting urls.  MultiViews search for similar file  
names, if a file doesn't exist.  This was allowing the file  
merged_catalog.xml.gz to be requested as merged_catalog.xml, even  
though the .xml version did not exist.
