[EHPweb] ehp2 and ehp3 issue

Hi Scott,
	The php.ini file has an option called "auto_prepend_file" that is  
"include_once"'d when the PHP parser starts up (before any page  
runs).  I checked and the php.ini file at:
	/usr/local/apache/conf/php.ini

still has the proper include file (functions.inc.php) listed, but it  
does in fact seem like the file is not being included.  I restarted  
apache with no change.  I'm not sure if some one else has recently  
modified the apache or php configuration on the servers, but that may  
be the problem.

I'm hoping some one knows something because I otherwise don't know  
what is going on.
