Your response is old and tired. If regulation is so stringent and so costly
without any direct benefit it becomes a real burden. In the New Madrid
Seismic Zone all we ask is a favorable, real life, cost/benefit
relationship.  To date that hasn't been done. Wouldn't a moderate approach
(instead of the stringent requirements proposed by NEHRP) be prudent until
such benefit could be determined?

If I understand your point, you are concerned with government 
regulations having a negative
impact on future development in the New Madrid Seismic Zone - this 
would of course impact
the profit of engineers and developers in the area.

It seems that there may be other areas of government "intervention" 
that you would oppose.  How about:
Food safety?
Seat belts?
Air bags?
Toy safety?
Speed limits?
Air line regulations?

Just curious.
