[ANSS-netops] PQL available for windows

A windows executable of PQL II is available at:

It reads Baler44, Baker14 and Baleradmin files directly as well as 
reftek, SAC and AH files.  Help is found by clicking the CONTROLS 
button, then HELP on the left.

The program allows user to zoom in to traces (magnify), quickly scan 
left or right, overlay, filter and compute spectra of selected segments.
It also extracts and displays the LOG channel.

The program and the windows executable was developed under support from 
IRIS by Richard Boaz.
