[ANSS-netops] rtp2rtpd question

I had connections to all stations in rtpd at the remote nodes and they
were all available in reftek2ew at the remote nodes.  About half were
not available in rtpd (and reftek2ew) in the central site until after
I restarted rtp2rtpd at the nodes.
