[Pdl] Upcoming changes to PDL

Hi Mark,

No change is required at this time to receive messages from PDL, this change only affects users that contribute data.  There will be a separate announcement when users receiving data need to update, likely February or later next year.

Hello,

We are in the process of migrating ComCat and the Catalog PDL hubs into the AWS Cloud this month, which will require changes for any users sending historic information (for events older than 30 days).

On or around 2020-11-11, we will temporarily turn off the Catalog hubs while be begin migrating data.  Additional details will be sent to this list with instructions for users to update and reconfigure clients.
