[Pdl] Switch to HTTPS

Hello,
We plan to enable HTTPS on the PDL hubs *Thursday, December 15, 2016, at
10:00 am MST*. This change is to comply with the OMB HTTPS-only mandate
deadline (
https://www.whitehouse.gov/blog/2015/06/08/https-everywhere-government ).
This change only affects users receiving data, senders are unaffected.
For most users, this is a transparent change because the PDL client already
supports HTTPS.
*For users who operate egress firewalls, please ensure your server is
allowed to connect to TCP port 443. Specifically:*
Source Host:

Source Ports:
TCP any
Destination Host:
ehppdl1.cr.usgs.gov
ehppdl2.wr.usgs.gov
Destination Ports:
TCP 80 (existing)
TCP 443 (new)
TCP 39977 (existing)
TCP 39988 (existing)
