[ANSS-netops] DC powered VSAT

We (BSL) have largely abandoned our DC/DC converters and are now running
our VSATs on AC directly or using commercial inverters because
our DC/DC converter systems kept dying.  This is probably a
statement about our DC/DC converter systems...
