[Realtime-feed-users] Getting 409 conflict errors

We have been getting several 409 responses a day lately when attempting to generate shakemap URLs. Here is an example:

URL: http://earthquake.usgs.gov/earthquakes/feed/v1.0/detail/{net}{id}.geojson<http://earthquake.usgs.gov/earthquakes/feed/v1.0/detail/%7bnet%7d%7bid%7d.geojson>"
Net = us
Id = 10004wip

The getresponse returned an exception:

System.Net.WebException: The remote server returned an error: (409) Conflict. at System.Net.HttpWebRequest.GetResponse()

Any idea what might cause these? Our code waits 5 seconds then does one retry on an exception.
