[Shake-dev] Minor ShakeMap update r639

Hi All,

There were a couple of bugs in the previous release, and I've added a couple of new features:

o I've updated the web archive code to close 2012 and open 2013.

o The program 'shake' is now capable of emailing the operator(s) when something goes wrong (or even if everything goes right. See the (updated) shakemail.conf for documentation on how this works.

I've attached the complete change log. Everything from r624 on is new.

Please note -- if you have not yet installed r620/r623, you may go directly to this update, but please read the install instructions included with those releases (also attached below). Note, however, you will be obtaining release r639, nor r623. If you have installed r620/r623, you just need to do the svn update step and then 'make' in shake_home, as usual. You'll need to re-edit shakemail.conf.
