[Shake-dev] [EHPweb] PDL sender configuration

Hi Bruce and Pete,

The PDL client 1.6.5 and earlier included a default configuration  
file, but this led to confusion because it wasn't clear to users what  
was configured.  Unfortunately, removing this has also broken user  
expectations.

Current directory refers to the working directory for a process.  What  
that is really depends on how the shakemap processes are started, and  
how it executes transfer processes.
