[Shake-admin] ShakeMap Comments - Time of day of quakes over M3

Hi Jim,

Studies have shown that there is no statistically significant  
correlation between time of day and earthquake occurrence.  While  
there may be brief periods where it appears that there is a  
correlation, those are simply transient clusters in what appears to  
be a temporally random process.
