Community and infrastructure resilience: can machine learning help us?

Following the Canterbury, New Zealand earthquake sequence in 2010 and 2011
and the more recent Kaikoura, New Zealand earthquake in 2016, several
high-quality datasets related to ground motion, geotechnical failures,
infrastructure damage, and social and economic responses have been
compiled. Furthermore, the development of a nationwide physics-based ground
motion model creates an additional source of relatively well calibrated
data. In the age of digital transformation and the rise of advanced
analytics in multiple scientific and applied fields, a question appears:
how could these techniques help earthquake engineers and scientists help
build safer and more resilient communities?
Taking the Christchurch water supply network as a case study, this
presentation aims to show how the collected data can be utilized in
combination with modern analytics and computational methods to accelerate
or facilitate the ground motion model development, the loss mitigation
process, the immediate damage assessment, and the recovery of complex
systems. The discussion will begin from the infrastructure side with the
development of asset fragility models. Then the inferred historical
recovery will be discussed and an optimization method presented. Next, the
focus will turn to the seismology side by first presenting an algorithm to
automatically classify ground motion records based on their quality. The
last section will suggest a method to utilize physics-based ground motion
simulations to identify earthquake sources and estimate the regional ground
motion intensity in near-real-time. Finally, potential future developments
and concluding remarks enlightening the benefits and pitfalls of the
presented research elements will close the presentation.
