*Build Back Better? Modeling household-level reconstruction behavior after
the 2015 Gorkha, Nepal Earthquake *

Rebuilding and repairing damaged physical infrastructure is a primary
source of disaster aid spending following major earthquakes. While aid
distribution is monitored, it is not well understood how economic support
and technical assistance affect reconstruction behavior. In this
presentation, I present a portion of my dissertation research focused on
developing a modeling framework for household reconstruction behavior.
Using livelihood and reconstruction perception survey data collected after
the Gorkha, Nepal earthquake, I model the probability of positive
reconstruction actions in Nepal’s most earthquake-affected districts using
Bayesian Item-Response Theory methods, finding measurable variation with
differences in aid receipt and household resource availability. I’ll
discuss the implications of these findings, both for reconstruction
programs and future principled model development using post-disaster
livelihood surveys.
