[Geomag-data] USGS 1-minute Realtime Dst Update for 01-December-2022

The USGS Geomagnetism Program produces 1-minute resolution, near real-time, geomagnetic disturbance storm-time indices ("Dst"). One index uses the four traditional Dst magnetic observatories (HON, SJG, KAK, HER), while another uses USGS observatories only (HON, SJG, GUA) with the expectation of slightly lower latencies. Very occasionally, an update to the algorithm and/or processing pipeline is deployed. On December 1st, 2022, at midnight UTC, the following changes were made to the USGS' "Dst" index processing:

  *   allow fewer than full set of specified magnetic observatory inputs after waiting 1 hour;
  *   use a new secure real-time data server for the Kakioka (KAK) magnetic observatory.

These changes should help address recent issues where different magnetic observatories' real-time data streams disappeared for extended intervals due to various and unavoidable operational anomalies, thus causing the "Dst" index to go offline for the same intervals.
