[Geomag-data] USGS Adjusted Geomagnetic Data (mid-month) update for 12-October-2021

The USGS Geomagnetism Program's Adjusted Data (aka "Provisional" by INTERMAGNET) provides near real time absolutely calibrated and geographically oriented geomagnetic observations. These calibration parameters are usually updated on the first of each month in order to satisfy geomagnetic observatory standards for accuracy and quality control. Updates are deployed at midnight UTC, and may result in noticeable baseline shifts for observatories whose sensor response characteristics may have changed substantially since the last such update, or in rare cases, whose actual sensor has been altered or replaced since the last update. Noteworthy issues to report in this notice:
* College (CMO) Adjusted data calibration parameters were updated mid-month because a small software issue prevented proper calculation of new parameters for the 01 October 2021 update. This software issue has been fixed, and new calibration parameters are being applied. It should be noted that the primary magnetic vector sensor at CMO was rotated on 15 September to better align with the local magnetic declination, so the Adjusted X and Y channels were offset for nearly a month. X and Y baselines are now back to normal.
