[Geomag-data] USGS Adjusted/Provisional data update - October 2019

The USGS Geomagnetism Program's Adjusted Data (aka INTERMAGNET
"Provisional" data) provides near real time absolutely calibrated and
geographically oriented geomagnetic observations. Adjusted Data calibration
parameters are updated on the first of each month in order to satisfy
geomagnetic observatory standards for accuracy and quality control. Updates
will be deployed at midnight UTC, and may result in noticeable baseline
shifts for observatories whose sensor response characteristics may have
changed substantially since the last such update, or in rare cases, whose
actual sensor has been altered or replaced since the last update.
NOTE: This is the first update to Adjusted Data calibrations since October
2018, thus motivating an early notice. Moving forward, updates will occur
monthly, with notices expected to go out the day they are applied.
