[EHPweb] Notification of upgrade of php on EHP webservers

All,

php is pretty old on these systems.  I'm going to be upgrading (or
attempting to upgrade) to the latest version of php (5.5)...beginning with
ehpdevel.   I'll let you know when this is complete so that you can do any
necessary testing before I roll out to production.
