[EHPweb] REQ Shutdown

As part of a continuing migration process, today I am turning off REQS_US,
REQS_CANV and EQintheNews. Content generated by these processes has been
blocked for the past few weeks and today I am turning off the processes
themselves.

While we don't anticipate this will affect the site in any way (except
maybe improved performance), please let me know if you notice any strange
behavior.
