Stan has found and fixed the problem that caused ENS to send duplicate notifications. ENS is again currently triggered by PDL. Please let us know if you notice any further odd behavior.

> After switching ENS to a PDL trigger we have noticed several duplicate messages being sent that we did not expect. We are currently in the process of switching back to QDM triggering while we work out what happened. We will send a followup email before attempting to make the switch back to PDL again.
