[EHPweb] Doing a little work on Subversion

Hi, 

Eric Martinez had suggested some changes to the way we have our Subversion 
permissions set up. I'm going to make those changes in the next 5 - 10 
minutes. 
If you experience any issues with ghttrac subversion, please let me know 
so I can fix them asap.
