[EHPweb] Staging test for sslearthquake.usgs.gov to Level 3 DNS.

I've created a cname of origin-sslearthquake.usgs.gov which points to 
Level3. 

Although you will get a certificate mismatch due to the domain being 
different, please test and make sure all is working properly:

https://origin-sslearthquake.usgs.gov/ens/
