[EHPweb] Automatic JS/CSS packing on earthquake

We're working on rolling out automatic JS/CSS packing and bundling on 
earthquake. The full rundown is at 
https://ehptools.cr.usgs.gov/trac/wiki/template_resources, but here's 
the main points:

    * Any JavaScript files included using $SCRIPTS can include
      dependencies from the common JS class library.
    * Though disabled by default, all of the custom CSS and JS for a
      page can each be combined into a single request to a script that
      bundles them together and minifies/packs them.

This code is still being tested, and only lives on ehpdevel at the 
moment, but we'll be rolling it out to ehpstage soon.
