[EHPweb] Upgrade php to address security vulnerabilities < v5.3.5

All,

I need to upgrade php on all of our servers in order to address security 
vulnerabilities < php v5.3.5.   We are currently running at 5.3.3.

I will perform this upgrade first on ehpdevel and will ask you all to 
check your pages and scripts
that all is working properly.

This must be done prior to the next vulnerability scan in May.
