[EHPweb] sslearthquake changes

Hi,

I completed the svn setup portion for version controlled  
sslearthquake.  This will eventually allow management of sslearthquake  
content the same way as earthquake content.  We are still waiting for  
firewalls to open around ciimwebmaster before we can connect the  
production servers to this setup.

Deploy tool (web gui to migrate content from development to testing)
	https://ehpd-earthquake.cr.usgs.gov/secure/deploy/
	Change the "Public Content for" select box to "SSL Earthquake"
