[EHPweb] Bandwidth Limitations in Golden

Since ehpbackup has been put into an active role of being a true failover 
system.  It has more than doubled the amount of bandwidth that Golden has 
been using.

That said, I propose two things to be done: 

        1. In an immediate need, I set bwlimits on all rsyncs done on 
DYFI, shakemap, and static rsyncs to 256 kbps.
        2. Move ehpbackup to the DFC when possible.  (I would like to 
first rebuld ehpbackup with new architecture first before doing this).
